With the explosion of online pet sales a major cause of our overcrowded shelters, putting an end to puppy mills, backyard breeders, and puppy scams has to be made a priority.
Our solution is simple: remove the profit incentive. No advertising without registration can be ACCEPTED. It’s a simple, comprehensive, and enforceable proposal targeting breeders, puppy mills, and puppy scams. Without registration, no advertising of animals for sale will be permitted. Registration would mandate complete transparency, identification, corresponding sales tax numbers with veterinary health certificates on all puppies. Registrants are to grant authorities the right to inspect at any time to ensure proper care.
Enforcement is straightforward: platforms ACCEPTING ads from unregistered advertisers.
Websites and publications that fail to comply would face severe penalties.
By dismantling the profit motive, we can significantly reduce or ideally eradicate backyard breeding, scams, and puppy mills.
Why would breeders and others comply? They won’t and that’s OK! No registration would mean no ads, which in turn means no sales and no profits for backyard breeders.
By eliminating most backyard breeder ads, we can increase shelter pet adoptions, ultimately saving lives.
